Can my friend's cousin (US citizen) get her and her family back into the US after being deported?

My friend and her family were deported to Mexico last year, she has a cousin who is US citizen, she is living in mexico since she isn't of age and she wanted to stay with her mom. She is allowed to ask for her family (cousin's side) to come back to the US??
