My husband was deported and barred from the States for 10yrs. I read if he wants to reapply for a green card?

using the I-212 application before the 10yrs, he has to ask for permission from the US Attorney Generals office. (I understand that the I-212 IS to ask for permission to re-apply for a green card after being deported) Do you know anything about this?
